Draft Green Plan Update

This is a copy of the Draft Green Plan Update, amended based off of community input from our last meetings. Please review the document and comment below. Comments are open to the public. The Planning Committee will vote to bring this document before the full University Area Commission in it’s July meeting. If it passes, the University Area Commission will vote to adopt this document as an approved policy document for neighborhood environmental programs and recommendations. Meeting was called to order at 6:00 pm

1.      Dodridge Bridge Reconstruction 

Jim Payk from the Franklin County Engineers Office joined us to present on the proposed changes to the Dodridge Street Bridge. He explained to us the cost, the process, and the potential implications of construction. He discussed…

- $5 million provided for bridge, which the county will match at 20%, which is an additional $1.2 million.

- The bridge is rated at a “4”, which means it needs to be replaced. Currently, there are only 5 bridges rated at a “4” in the county, and are the top priorities for replacement.

- The bridge is approximately 40 years old and the abutment is approximately 100 years old. They would like to build a single span bridge that will last 100 years.

- We might see in the next months drilling rigs and surveyors. These professionals will be taking measurements to test conditions.

- Other stakeholders being contacted include Findley Avenue Collaborative, FLOW, UAC, and MORPC.

- The Commission’s input will be requested in approximately three monts, this might include functionality, design, current issues, sidewalks, infrastructure, etc.

- The construction will likely begin in 2012, where Dodridge is likely to be closed between one and one and a half years (1-1.5 years).

- Concerns about graffiti were raised, and Mr. Payk said that there would be graffiti resistant surfaces. Other concerns about homeless encampments near the bridge were also raised.  

2.      Conservation District/UARB Letter 

The Committee voted on a letter drafted to Boyce Safford, Director of the Department of Development, supporting Conservation District Legislation, suggesting that the pilot program happen in the University Area, and opening the discussion around Design Review Expansion.  

The motion to recommend the letter is brought before the full Commission with the committees support, pending any edits, passed unanimously.  

3.      UAEA Safe Routes to Schools 

Catherine Girves, representing the University Area Enrichment Association, spoke to the Committee about a Safe Routes to School grant given to the UAEA for coordinating a plan within the University Area. She invited the Committee and the Commission to get involved in the process. This plan for safe biking and walking routes to four University Area schools will include

- Existing conditions of built environment

- Educational components- Encouragement campaign

- Enforcement campaign

– traffic and code enforcement

- Evaluation, which will be ongoing 

Groups involved include police, code enforcement officers, residents, Consider Biking, and other stakeholders. The end result of the plan will be a document that will influence engineering and will educated and encourage certain practices among stakeholders. This process should take approximately 12 months to complete.  

4.      Home Ownership Incentives

Ian MacConnell talked briefly about home owner incentives in the University Area through VA home loans and other incentives for home ownership. He discussed a proposal for potentially making the University Area a central neighborhood for these types of incentives. This discussion ran out of time, but will be picked up next week.

Conservation District/UARB Expansion Discussion Request

Dear Mr. Safford:

Design review was initiated under the University Area Review Board (UARB) in the University Area in 1991 within the defined “impact area.” Six years ago the University Area Commission welcomed the expansion of the UARB’s jurisdiction to include all of High Street within the area and other commercial properties within the impact area. This expansion increased to about 60%, excluding historic districts, the portion of the University Area that is covered by design review. Shortly thereafter, the UAC requested (letter attached) the further expansion of design review within the University Area to include all of the area not so included at that time. The UAC then convened an ad hoc committee to study and make recommendations regarding the best approach for the expansion. Those recommendations (attached) were made in May, 2003 but a lack of available staff in the planning division prevented the intended preparation of draft legislation that could then be reviewed by stakeholders. In October, 2006, the UAC again took action (letter attached) to reaffirm its request for the further expansion of design review in the area.

The UAC supports the recently enacted Conservation District concept and believes that this approach is a positive step for
Columbus and should be considered for application within the University Area along with other design review concepts. The UAC would support the selection of a University Area neighborhood as a Model Conservation District provided that such a selection can be compatible with an overall design review strategy for the area. The UAC feels it is important to eliminate confusion over where design review applies within the area by developing a concept that will encompass the entire University Area and protect it from inappropriate development and modifications of structures.

Therefore, the University Area Commission hereby again requests that discussions be initiated with city staff to explore the options for expansion of design review in the University Area leading to an agreed upon approach that will provide the many benefits of design review to the entire area.

1. Columbus Crew Stadium Redevelopment

The issues related to the Crew stadium redevelopment center around noise created by concerts. They also include parking and traffic, but these issues were not discussed in depth at this meeting. There has been correspondence with the Crew staff around noise when the stadium was first built, but exact details were unknown about this correspondence.

The North Linden Area Commission was consulted with in designing the stage. There were requests to see the plans for the redevelopment and how sound would reverberate, to acquire any complaints that have occurred to the stadium for their concerts prior to the redevelopment, among other issues listed below.

Bill Graver volunteered to discuss these issues and gather any relevant information from Scott Diebold. He is in charge of the amphitheater.

Other questions/concerns included,

Are residents going to be able to hear noise from the concerts?

How will these issues be addressed if residents can hear noise?

What is the enforcement around noise?

Where to direct complaints for noise?

What does the code say for these issues?

Excerpt:

(1) The maximum allowable hourly average sound level, emitted from any stationary sound source, auditory device, or sound amplification system shall not exceed the limits set forth in Table I for the respective categories of receiving land use. The actual sound level shall be determined during any measurement period, which shall not be less than sixty (60) consecutive minutes, and shall be measured at the property boundary affected by the sound.

2. University Area Identification Signage

Nicolas Uhas presented to the committee a proposal from Undergraduate Student Government (USG) for identity signage within the University Area called the “University Area Identity Project”. This project calls for signs that identify the University Area through welcome signs and neighborhood signs. This is considered a “top priority” by USG.

Doreen Uhas Sauer spoke about the signs project the University Area Commission has been undertaking. She claimed the long process has never gained student interest, which could bring momentum. There was also some discussion around the signs being proposed for the Old North Columbus neighborhood. There are two arches that have been approved by the City as a part of the High Street improvements. However, the money used to pay for these signs are apart of the overall money set aside for signage in the Urban Infrastructure Reinvestment Fund.

More information is needed to help move this project along. As a result, meetings will be organized for this purpose in the future.

Meeting was called to order at 7:30 pm

  1. Green Plan Update
    1. At the second and third public workshops where community stakeholders identified the most feasible and important programs that were thought of in the first meeting.
    2. 16 main programs have been identified and prioritized. Most of these programs relate to educating residents or include partnering with other organizations.
    3. The next steps include creating the plan and possibly another public workshop.
  2. Conservation Districts
    1. Discussed the possibility of going beyond supporting conservation district legislation, but asking to be one of the pilot programs.
    2. There was also discussion around expanding design review instead of having separate guidelines and procedures.
    3. A compromise was made where we will ask for both design review expansion where the potential conservation district will not cover so that the area is covered in some way around aesthetics.
    4. We decided to draft a letter to Boyce Safford III with carbon copies to Council President Michael Mentel, Pete Cass, Roxyanne Burrus, and Randy Black that 1) supports conservation district legislation in its concepts and intents 2) would like to continue the discussion around the expansion of the design review jurisdiction boundaries and 3) expresses the desire for conservation district legislation to hold its pilot program within the Old North Columbus Neighborhood as it was identified within the pool of potential pilot neighborhoods.
  3. Urban Commercial Overlay Changes
    1. The issues around current changes were discussed.
    2. We then came to a consensus as to what kinds of changes we would like to see and the comments we would put forth to staff in our meeting with them around the proposed changes. This consensus included asking that parking reductions be tied to use instead of building size, that administrative waivers be eliminated, and that the Commission was given some form of oversight on proposed patios.

UAC Planning & Development Committee Details

The Planning & Development Committee shall:
a. Conduct research, analysis, and make proposal recommendations on
planning and development issues and any city plans that affect the area;
b. Encourage, support, conduct research, and make recommendations on
historic preservation issues within the area;
c. Research, monitor, and make recommendations on any federal, state, or
local funds and grant moneys that are available to implement plans in
the area; and,
d. Conduct research, analysis, and make proposal recommendations on
utilities, streets, parks, and other public or private infrastructure within
the area.
